1995 galant won't start.

Here's the deal, my wife told me the car won't start, it's a 2.4l non turbo, automatic, when i pop the key in, and turn it over, it makes one beep noise and that's it. i popped the hood and heard a strange clicking noise coming from near the battery, as i listened closer i realized it was coming from the fuse box next to the battery. i narrowed it down to the anti-theft fuse, cause when you touch it, you can feel it click. I switched it out with the fog fuse, which is the exact same fuse to see if that would solve the problem, but as soon as i switched them, it still clicked. I pulled the positive battery cable off, to see if that would reset the system, but it didn't work. Any ideas would be greatly appreciated. Thank you,
