Fuel Tank Filler Pipe Broken!

The filler pipe which connects to the fuel tank has completely detached itself from fill spout opening on my 96' neon, preventing me from filling the tank. Is this an easy fix or should I have it re-attached by a mechanic?

All of them that I have seen are just rubber hoses with a clamp on either end. Take a look under there and see if you feel comfortable messing with it.
