One thing that might be the cause, if the code(s) were cleared or "reset" recently, it takes a while for the OBDII system to complete the full test cycle.
Until that time, it will give a not ready status. If that is not the case, try a internet search on ' 2003 sienna monitors not ready ' or ' 2003 sienna emission test' to find out what others have posted
