Engine Flooding

I've got an 82 F-150 that always floods when I go to start it up! It seems to be worse in the winter. I put a brand new carb on it about a year ago (a motorcraft 2150 2bbl) and I can't figure out why its doin this. No matter how little gas I give it when I start it, it seems to close the choke plate right up. Any ideas would be great......thanx.
