Question Lazy Blinkers

For the life of me I can't get by directionals to work properly. I've replaced the blinker relay. They are affected by the temperature, the colder it is the faster they blink. BTW - the emergency blinkers don't work either, the relay clicks fast, but the bulbs don't illuminate.

Where should I start?

I'm not sure how the new flashers work but the old ones were a bi-metal switch, the metal would heat up and pull away breaking contact then it would cool and contact again causing the lites to "blink". If a lite was out it would blink slower or not at all, if it had a short to ground it would blink much faster, which is what you described. Do the rest of the brake and tail lites work normal??
