Unhappy 89 xj limited horn does not work

Can anybody suggest what to do first on making my 89 horn to work? I looked up on the fuse panel, but do not see any labels for the horn.

Locate and remove horn. First be sure terminals are intact on the horn. Typically they rust and disinigrate. Tail out terminals with wire then apply 12 volts across the two wires accross the battery. Got your ear plugs in? LOL.

If you get sound proceed with below:

Next pry stearing wheel cover and expose the two terminals on either side of the nut. Be sure there are wires connected to them. Make sure contacts are free of corrosion. NOALOX or conductive lubricant will prevent such corrosion in future.

Or last and most dificult of all previous discribed:

Check the relay. Location of relay should be detailed reverse side of the black relay center cover. This is located behind the battery. If it is not there, it will be under the steering collum or opposite side of fire wall driverside. Two relays are located in the front driverside corner by the headlight.
