Question Front Blower Motor Dilemma

I have a 97 Quest with a front motor blower problem. I thought I had the problem isolated after rigging a jumper in place of the front motor blower motor relay and everything started functioning properly. I then replaced the front blower motor relay with a new one but then the front blower motor won't work. I checked for voltage on the the 20 amp fuses for the front blower motor relay and I wasn't getting any reading. I even tried putting other relays in place of the "new one" just to check and see if the relay is defective but had the same result. I'm cluelesss as what to do next . For the meantime, is it safe to leave the jumper wire in place of the relay? Thanks for any suggestions.

You mentioned the b/m relay and 20a fuses,but what about the 65a fuse in the engine compartment relay/fuse box?
