Seat belts in Heavy vehicles, Two wheelers and Auto Rickshaw.

Why there are no seat belts in Heavy vehicles viz Buses, trucks, tempos, lorry etc, two wheelers viz motorcycles, scooters etc and three wheeler Auto Rickshaw?

I'm not clear on why they are not on busses, but for anyone who has ever ridden a motorcycle and had incidents, it is often better to leave the motorcycle than to be strapped to it as it dissipates its kinetic energy. That same concept applies to snowmobiles, ATVs, and watercraft.

I feel while driving on highways, extra safety precaution would be carrying helmet by all the passengers.

For open-cab vehicles I would not disagree, especially with small open cab vehicles where seat belts don't make sense. Some communities have helmet laws for motorcycles, mopeds, ATVs, and UTVs already.
