I got a code P1390 and it explained it as the timing belt missing teeth. does this mean that the belt itself is missing teeth or that one of the gears is missing teeth and the timing belt isn't being able to hit it? thank you

The timing belt may have jumped timing. The timing belt has teeth on it and one of the cam gears could have slipped causing the timing to be off. You need to check out the timing to make sure and retime the motor if it is off.

would that cause the motor to randomly cut out?

Skipped timing will cause the compression on the motor to lower since everything isn't in time with each other. One tooth is usually not enough, but multiple will cause it to totally die. But you're also looking at valve damage if it skipped more than one.
