P0741 TCC stuck code, trans expert help?

I have a 2000 Explorer 4.0 (vin X). 5R55 trans

I get a P0741 code after driving 2-5 miles, with flashing OD light.

I read data while driving:

TCC% 72-75 for a few seconds in 3rd gear,

TCC% 97-99 in 4th and 5th gear

**PROBLEM** all of a sudden TCC goes directly to 0, then directly back to 98, then to 0. After it's at 0 for about 15 seconds, the OD light flashes.

My question: does this sound like a solonoid failure? I'm assuming because it read good % while it's working.

or can it get TCC% values like this because of a sticky valve body valve, or shaft seal?

My gut feeling is that if it drops to 0 while being commanded at full torque (above 90%) that it would drop slowly if it were a seal, and wouldn't release or engage at all if it were a valve.

What's your thoughts? Thanks in advance!

Just an update:

#1. Switched out the TCC solonoid (front solonoid on driver's side of trans, the one with saddle attached to solonoid held with it's own bolt), refilled trans test drove, same problem TCC% goes to 98%, then drops to 0, intermittently then code reactivates.

#2. Pin tested and verified 12V+ at blue/or wire on trans bulkhead connector with ignition ON.
#3. Verified purple/yel wire had continuity to #60 at PCM (above engine in cowl)

#4 Back probed purple/yel & blue/or wires at trans bulkhead and ran vehicle on hoist at 60MPH. Verified 13.9 volts at blue wire, verified that TCC% was at 98%. NO DROPS TO ZERO!!

#5 Ran vehicle 30 minutes on hoist at 60MPH, verified no codes, No OD light flash.

I'm suspecting there's a connection issue at the transmission bulkhead.

Ran vehicle again on the ground OD light flashed, and code re-appeared.

***PROBLEM FIXED: Valve body gasket was blown out causing TCCAct to read 200-600. Ford tech advised me should read under 50. Fluid pressure loss to torque.

***USE UPDATED valve body seperator plate (1L5Z7Z490GA) with bonded gaskets & valve update kit (3L5Z7M203JA).

Installed, refilled with Mercon V, road tested 20 miles, perfect!!!

Note: last post I ran vehicle on the hoist and had no code because there was no resistance on the trans, didn't need as much fluid pressure to hold torque.
