1987 GTA fire and fuel with no bang

Hello, Everyone
I’m new to the forum. My Brother and I are working on a 1987 GTA with a TPI 305. We have replaced several things they include:
1. Plugs
2. Wires
3. Caps
4. Button
5. Fuel Pump Relay
6. ECM
7. Fuel Filter
8. Fuel pressure sensor
9. Temp sensor
10. Radiator
11. Starter
12. Thermostat
13. Throttle Position sensor
14. PCV
15. Donut Gasket
It was starting but running rough and we were getting a code for the ECM so, The ECM is the latest change we have made; it has started since then but sounded very rough.
Since starting the first time after replacing the ECM it has not started. We are getting both spark and gas but it will not even attempt to start.
We have checked for spark on the #1 wire using a screwdriver inserted in the wire and get a blue spark.
We have verified fuel pressure by reliving pressure from the fuel rail, of course fuel spewed up under the hood. We can also hear the fuel pump kick on and have spayed starting fluid into the intake with the results yielding not as much as a sputter.
We have unhooked the battery, resetting the ECM several times. The engine is cranking at a normal speed and the battery has been charged to full power on several occasions and is holding a normal charge.
Any suggestions you all have will be greatly appreciated.

First check all your fuses, I've got a 91 gta, replaced the motor and it ran real rough also replaced the computor, IAC,MAF, plugs ,wires, still ran rough -finally discovered vacuum leak at the throttle body, problem solved,now fuel guage won't work- thats next.

We are making some progress. Come to find out the MAF has been bypassed, as a result the "new" plugs are not so new. We cleaned the plugs and put them back in; now it starts and runs rough, as to be expected. We are waiting on the MAF to come in so it can be installed and we will reset the ECM and take it from there. Until then it will set in the garage.
