05 Cobalt; Defrost and Floor Settings Do Not Work

About two months ago, I turned my knob to defrost and instead of getting a blast of heat toward the windshield, the heat only came out of the vents. I tried the floor setting and the heat would only come out the vents. Then, I tried to put the setting on cold air, and it never got cold; it was blazing hot. I tried to turn the A/C on and it won't turn on. Now, my cruise does not work and the settings on the driver's side dash that tell you the mileage, temp, oil level and temp and everything else doesn't work either. Someone suggested that this was a blown fuse so I should change the fuses. I wanted some other opinions. And if this is a fuse problem, where can I find the fuse box to change the fuses. I just want to be sure that I am not tearing up my car. I would assume that the location of the fuse box(es) would be in the manual but I don't have one.

First, turn off your Cobalt before you ever take out a fuse. Locate the two fuse boxes in the Cobalt. One fuse box is on the passenger side floor console and the other is in the engine compartment under the hood on the driver's side. Read the inside of each cover to find out which fuses are in each box.
