99 Kia Sephia Alt./Wp belt

How do I know when I have the Serpentine belt tight enough? And which tensioner or bolts do I tighten first? I am finishing a job I didn't start I've had to kind of puzzel it back together. So any kind of information I can get on replacing the alternator serpentine Belt would be great. Especially how to put the bracket and bolts back on the alternator! Thanks a bunch!
