94 Disco Headlight Won't Turn Off !!!

I need help. My 94 disco headlights, and tail lights for that matter, won't shut off. I'm not sure if it's the switch or a relay. It is on really faint and won't shut off even if I turn the switch off. This is a problem because it keeps draining my battery. Any suggestions would be greatly appreciated.
