98 Mazda 626 LX, 2.0L codes 0117 & 0421

I am working on a friends 626 for him and originally the code 0171 was coming up. I found a small vacuum leak around the intake manifold and retorqued the manifold down, reset the computer and drove it to work and back a couple of days and the light came back on after about 75-100 miles. Now I am getting codes 0117 & 0421 and the car doesn't want to start at all. It was running fine before, it would periodically be hard to get started but most of the time it started right away. My main question is this, when checking fuel pressure between the filter and fuel rail, I got nothing with the keyturned to on but when you try to start the engine for a second you get about 75 psi. The manual says it should have 35-48 psi. I should be getting pressure when I just turn the key on right? This connection is before the fuel regulator also but why no pressure with just the key on?
