Argh Brakes

After finally getting insurance and my civic sitting outside for a month, I finally am able to drive it. Now when I hit the brakes it makes a very loud dragging noise. Only thing I can think of on how to describe it would be if you drag a bag on the road it's that kinda sound. Could it just be a little rust or am I looking at something else? The brakes were 2 months brand new before I ran into insurance trouble.

If it's rust it should go away after a couple of hard stops. Try doing that. Otherwise it might be your pads, but you say they were new so it shouldn't be.
