Lock Up Torque converter problems& Programable Steering?

2000 Buick Park Ave 109,000 miles
torque converter lock up solinoid seems to be activating at the wrong time making the car surge until you either accelerate ao decelerate or tap the brake, AAMCO could not find the problem the replaced the Throttle Pos Sensor, car is slightly improved overall but still does that damn surging around 35-45mph at 1500 rpm. the Rpm jumps 200 back and forth any suggestions
Also while searching the internet for Above problem some article mentioned that Park Avenues have programable steering?? the article also said the dealers don't know how to program it.....
