Failed emissions on '97 probe

I jsut failed the emissions test and got the code P1195. Does that mean I need to replace the EGR sensor/valve/??? If so, how difficult is that? Can an inexperienced mechanic do it or is it worth paying the big bucks? Any info would be helpful as I am pretty mechanically disinclined.

have you done anything to your car's engine? what state do u live in? do you have a klze installed? etc.. btw, a catalytic converter is required by law in the us.
