I managed to fix most all of my problems with my car in getting it street legal, but i have a problem with the idling speed now. It ildes at about 1600 RPM. it says it should idle around 700RPM. If anyone knows anything that could help me feel free to write back.

Which motor do you have in your Pulsar? In mine, the 16lf (throttle body injection) there is an adjustor on the accelerator cable near the throttle body. It's pretty self explanatory to adjust it. Usually if you have this set high, it will idle high, and vice versa. I also believe it's adjustable on the EFI motors, although I've never really looked at one.

Check that your computer is not set into self-diagnostic mode or as another option, check that the ignition timing is not advanced to far...

On my 1989 SE motor ( CA18DE ) I noticed it didn't have a high RPM ... It was idling at around 700 then it would go short a bit and get lower ... off and on ... before I swapped my motor it was working fine. I think fowl play is involved with these stupid mechanics I trusted ... soemtimes people get screwed over ... well I fixed the problem. Took the Timming housing off ... the belt was rubbing against the motor and the idler bearing was FK'd ... I then got the timming just right and adjusted the Crank Angle Sensor a bit ... SHE purrrrrrssss and flies ....
