2002 Cabrio Turn signal buzzes

Turn signal buzzes both sides but does not light or flash. Buzzing noise traced to relay - replaced relay, problem still exists. Flashers and all other lights work. It's not the fuse. Only 11000 miles and otherwise in great shape. Any help is appreciated.
