Windshield Wipers Won't Work, Help!

We recently had a bad winter storm here in TN and one morning i went outside and stupidly tried to turn on the wipers to remove some of the ice. It made a god awful noise and now that the ice is all gone and the weather is above freezing now for the past few days the wipers will not work. I thought i had burned out the motor but they will still move if you move them away from the windshield a little bit. They also move manually if i give them a little push up they move by themselves. Is this an electrical problem or is something hanging them up on the windshield, possibly a piece of rubber? I would really appreciate some help! Thanks!
