Attack of the Wiring Ghosts

Many of you have seen my posts in this forum, and those of you know I have a Celica so no one freak out that I have a question about another car please :smokin: ..
Here is something that I find very odd and I need someones opion as to where to start fixing. About a week ago my dash lights in my 1988 Cevrolet Beretta stopped working along with the headlamp minder (the annoying buzz you hear when you leave your lights on without the key on). Fuse number 13 controlled all of that, but the fuse was not blown . Well I didn't have time to mess with it and just let it go for awhile, I figured I could manage without them for awhile cause after all I owned a car that had a broken speedometer so this should be no problem.
Well magically the lights came back on the other night and are now working fine.......but now my heater and AC controls stopped working. Fuse number 8 controls those exact things but once again the fuse is not blown nor is any other fuse in the entire car, what in the hell is up with this. Not to mention its been 30 some odd degrees in the evenings where I live so the heater has to be fixed.. Anyone have any ideas as to what could be the trouble?

OH shit man!.... have no idea, but it sounds like it sucks!
