I don't know alot about automatic trannys - don't know much about any tranny for that matter - but I had a similar problem with my wife's 99 Malibu. There's a valve that opens when you press on the gas that allows the engine's vacuum to help shift the tranny to the lower gears. This was apparently clogged with gunk. A simple tranny flush and replacement of the valve solved the problem. Total bill was just under $100.00 US. It should be mentioned that the tranny shop didn't have to remove the tranny to get to the valve. If the tranny has to be removed to get to the valve, the bill will be MUCH higher!
Hope this helps!
