TCL blinking/ESC not working

wtf does it mean when the TCL light is blinking in my dash? (i have a 92 diamante).. and how the hell do i make it stop blinking.. plus.. how do i get my ESC shit to work again? i try and push the buttons and the bitch won't work.. anyone know? ;\
