cheap? probably nothing. just save up for suspension and wheels, or swap, or if you have an ex (d16z6) save for turbo
or if you want you can get i/h for the z6, exhaust is good too, nothing really cheap

I cheap upgrade would be a test pipe, it will add 10-15 HP and replaces the cat. It is not street legal and will not pass emissions but u only have to pass once every few years. The exhaust will get consideribly louder. You can get one from http://www.racingpipes.com/honda.html You will want one without an O2 bung for your car. Easy to install and only cost about 30 bucks

Intake/Header/Exhaust first off...
You could get some really cheap stuff from ebay for like $400 for the I/H/E total. But thats like cheapy stuff.

i just asked the same question if you look down the page under a post titled 'recommendations'
to summarize...
check out the board FAQ and the engine swapping guide, both give you a sense of your options
if you have a dx/lx/cx with a 102hp motor you can get an extra 23hp by swapping in an vtec engine from the ex model of the same generation. more important is the extra torque you will get at the upper range of your rpms.
ex engines can be had for <500 dollars, all other swaps will run 2000+
bolt-on parts (exhaust, header, intake) are comparitively easy to install and will give you a small hp boost and change the sound of the car
you don't have to buy a full cat-back system to change the sound... swapping the engine would be a good crash course if you have someone knowledgable at hand
