'07 Cobalt - P0411Secondary Air Injection System Incorrect Flow Detected

Hi,

I have a 2007 Cobalt (4cyl, 2d, manual). It has been throwing code P0411 - Secondary Air Injection System Incorrect Flow Detected. I cleared it, drove it, and it came back. Today I checked the hose from the air pump to the air box to make sure it was not clogged. I blew in it and it was clear, but there was water gurgling in the other end. The hose comes into the top of the pump so water was not in the hose. Must be in the pump? After I blew in it I noticed a water spray on the outside of the pump. There is a two-wire harness coming from the pump. When I pulled that apart there was water inside the harness. I checked resistance on the two pump wires, about 4ohms resistance. I wasn't hearing or seeing anything when I turned the key that gave me the impression the pump was activating. I used jumpers to give 12v to the pump harness wires. Pump did not activate but would drain power down to ~4v. I am not sure where to go from here, I have never done one of these. Is there a switch that controls the pump independent of the wire-harness?

It seems clear that water is getting into places it shouldn't be. Do these symptoms indicate the pump is dead? Or is there something else I am missing. I need the car to take an out-of-state trip in two weeks. If someone has some advice or knowledge on this topic I would very much appreciate it. Thanks guys.
