Charging problems

I just recently had the alternator in my 87 cougar 3.8 rebuilt and it was working fine up until a few days ago and now when I turn the headlights on or the heater on the alternator stops charging but as soon as I turn them off it goes back to normal. Is this normal or is it signs of a poorly rebuilt alternator?
