ABS dash light

I have a 95 Geo Prism.

The brakes work fine, and brake dash lights too.
The ABS brakes do not work, and the ABS dash light comes on and
stays on about 30 seconds after you start the car.

I don't care about ABS, and don't want it fixed.
The problem is the car won't pass inspection with the ABS light on.

Any tips on the best way to kill this ABS completely.
or...
Has anyone ever changed a bulb in a prism dash.
I could remove the ABS bulb, but I can't figure out how to get
the panel off behind the dash lights.

If anyone knows, or has an alternate solution...
