95 Neon Surges

Until our Neon warms up it surges without fail at 20mph whenever accelerating, kind of like tromping on the peddle for a split second and letting off. Any ideas? Thanks.

Is it only at 20 mph? And do you have an automatic or stick? I'm just curious if it could have anything to do with the trany. I know my Neon does the same thing at 25-30 mph and now I think it could need a new transmission.

It's an automatic and it's consistently at 20 mph
