99 malibu fan and wiper speed question

The fan speed selector in my 99 Malibu only works on levels 4 and 5.
1,2 and 3 do nothing. Is this a bad switch? Also, the windshield wipers only work on the low speed. Is this also a awitch?

Thanks for the link. I will give it a shot. Now if I can figure out the wiper problem.
