93 S-10 wiper problem

The delay wipers in my 93 4WD (S-10 "w" motor) have been acting strange. Almost evertime I turn the blinkers on ( I think either direction) the wiper blades go through one cycle. This has been going on for a while. Now I think something else is going on where it doesnt want to shut down in the right position. Anybody had a problem with their wipers???
