09 Jetta Gt getting hot

SO for the past two weeks my car has been getting hot like 230 degress so im like damn not good i had it checked out this mechanic wanted 750 to fix like 4 things said nah too much neigbors a mechanic luckily and he replace the thermostat and water pump
oh btw did i mention it has been cold out so i havent been using a/c
he replaced both of those thinggs and it still go hot he is lost anddoesnt know what else it could be please some help im just 17 got steady job just need my car too be good also my fans only come on when i turn the a/c then the car will cool down otherwise the tempertaure will just keep rising
