You are just thick-headed enough to say that. I guess that it has never occurred to you that people may not have enough money to do all the stuff that they want to do to their car. But the point of the stickers and exhaust is to make them look/sound fast without actually doing so. And if these people have such a limited income then they shouldn't be wasting money on useless body kits and stickers. They should be buying performance upgrades in order to make the car actually fast.

They do the stuff that they can because they want their car to be different from others. They want their car to be exactly that...their car. They also may not have the knowledge or the resources to install high performance upgrades like turbos and such, so they stick with the easy stuff such as the stickers and exhaust.

The basic tule of thumb should probably be:
If there is a sticker on your car, you should have a corresponding part on the vehicle. Bodykits and all are cool. Dress it up the way you like. Don't false advertise though.
The coolest cars here in Japan have 0 stickers. Companies like HKS and Greddy put stuff on the showcars, but when someone actually tunes out a car, they keep their stuff on the lowdown, especially the street racers. No one over here is going to race a supra with "Top Secret" emblazoned on the side. You put that on your car if Top Secret does your car. Period. Same with big ass Greddy/Trust/HKS/Sard/Apexi stickers and the like. The last time I asked a guy with a skyline GTST about his big ass Greddy sticker, he popped the hood and showed me an RB26det with a stroker kit (2.8 liters) a t88-38d turbine and more small shit than you can shake a stick at.
