Greddy profec B tuning

I got a similar problem with my greddy EBC.
I have a 2005 WRX.
My set is at 50% gain 35% set gain is at 80 and warning is at 18psi
Limiter is at 20%

Originally I had my set at 30% gain at 10% set gain at 150 and warning at 18, but when my setting were like this, my turbo would spool it extremely quick to 17 psi and then drop immediately back down to 8 psi.

It confused the hell out of me.

With my current settings (set =50%) it spools up to 17 and drops down to 15 and then holds.
The wierd thing however, is that my wastegate opens up at around 8 psi and u can feel a slump and THEN my turbo begins to surge. I have no idea whats wrong with my EBC.

To my understanding my setgain is suppose to be set minus 2 or 1.5 according to Greddy technicians but whenever my set gain is set at 15psi, my turbo spools to 17 and immediately drops down to around 8 psi.

Anyone know whats wrong with it?

Someone mentioned it might be a bad solenoid. You guys think that might be the problem?

I bought the EBC used, so I wouldnt doubt that this might be the case.
