That's a spray paint tip/nozzle!!!!!
Looks like there is paint residue on it.

wkma7six thats not paint residue, its becuase i tried to paint it, without primer, and the red back bled through

well we know that its a cap of some sort but that air filter will definitleyy not fit on all car, meaning its not a one size fits all type thing, so i guess if u want to sell it u will need to have many different type of filters
