Maybe the test pcm is bad.
Try it on another truck or give it the old tap/twist test.
Like tap on it and grab te sides and give it a twist.
Are you getting any codes?
have you checked for rpm signal to PCM?

Well here is another terrible update. We were able to get our hands on a obd1 scan tool. It said no communications make sure key is turned on. Well (lol) the key was turned on and it said this with 3 different computers. The fuses are fine. We did find a purple wire that went from the ignition switch to the solenoid that was burnt. We are totally dumbfounded here. We bypassed the connector for the harness to see if its in that connector and still the same issue.
