yes the eclipse has a dodge and chrysler counterpart, but the engine originated in japan, though they are produced in normal, IL. the reason a ram-air kit through the hood is pointless is because 1. cost effective ratio is poor 2. engine orientation does not favor it, so the scoop would be offset and toward where the stock airbox is which would in turn make for a poorly designed hood 3. not everyone really feels like pulling their hood off and getting a new one just for an intake that they could have purchased for 90$ 4. imports with hood scoops are generally classified as "ricers" as far as your 600hp dsm friend, i've personally seen a 450whp GST spyder and the ridiculousness of his setup altogether is distressing, i can't imagine what your friend is running, but it has likely to do something with a turbo the size of one's head and a spool time of 3-4k rpm. Also it probably isn't very driveable between loss of traction and how hard the clutch grips. 25 lbs on that thing is a long term goal, the engine could hold it, butthe damn thing needs fuel and tuning before i can even get past 15lbs. and it is a TON cheaper to make fast than this eclipse i have. i've been in love with dsm's since my dad bought his 97 GST spyder and my friends and their various dsm's have made some impressive setups off of their own. I helped my friend buy the vr4 and i'm going to resurrect it in the GSX i bought. #106/2000 here in missouri we have an annual cruise and there is also the "back to normal" meet where all mitsu powered cars go to normal il and have a meet. did i mention Awd, turbo, 4door?

second gear? i'm talking 5th gear hitting boost and loss of traction. i kno 2 people with large setups and that drivetrain and they could break loose in 5th on the highway as soon as that boost pegged.
Get a civic. not being disrespectful or anything, but if it is your first year of driving, it's better to start small and learn a few things before you go big. if you want rwd, i'd go w/ a 240, and AWD an old GSX Galant or subaru. no sense in starting off in something you can't handle, i dang near killed myself twice in mine learning how to drive and i hate seeing people make the same mistakes.
