I don't mean to be argumentative for the sake of being argumentative. I have done quite a bit of research on lamps for light sources used in spectroscopy. That usage requires many factors be taken into effect, including temperature and lifespan, as well as comparing different technologies (halogen, xenon, etc.).
Here is a definition of temperature (as relates to our conversation):

COLOUR TEMPERATURE (Kelvin)
A hot object radiates a specific range of wavelengths that appear as a particular colour depending on the object's temperature. The temperature is expressed in Kelvin (K), the scientific temperature unit. Degrees Celsius can be easily converted to Kelvin by adding 273.
The Kelvin temperature equivalent is used to describe the lamp's colour. Lamps generally vary from about 2500K, which is quite yellow through to 7000K, which is considerably bluish. The temperature of balanced white is about 5500K.

I must disagree with the generalized statement made by that website you quoted. There are many factors at play, but I can not be convinced that an incandescent light bulb (for example), which is about 2500-3000K, is brighter than a xenon lamp at 4500-5000K.

But measurements of lumens (visible light output) are commonly weighted by the light wavelength. A high UV lamp, for example, with maybe 450 nM wavelength, is factored at about a 30% rate. An incandescent lamp, with a wavelength of perhaps 600nM, has a factor of about 80%.

Standard photometric rules apply to headlamps, just as they do to area or task lighting.
