ok well it sounds like you want your car to be faster w/out boost...soo i would do the basic i/h/e and then get some cams http://inlinefour.com/percam.html they can give you some pretty decent power gains and i think you will be able to beat your friend with a little driving skills

just get an ebay intake, greddy header, and hayame exhaust. it really all depends on the driver, so just go out and practice as much as possible

i would go w/ an HP Racing IM like i have, a filter on the TB, header, and an intake.....if you have enough left over, then see if you can't get cams....
