If this was with the ignition off, then your battery is at least partially discharged. Should be 12.7 to 12.9V at 70 degrees. Toyota says to charge the battery if it is outside this range.

You are getting a significant drop in voltage with the ignition on also. This may also point to a very discharged battery.

I'm about to go and jumpstart the engine. Quick question though. The ground wire that's goes from the battery to the truck is disconnected and has been since they put the new battery on. Should that be reconnected and what is it for?

That's the chassis/body ground for your electrical system. Yes, it should be connected.

I tried to jumpstart it....nothing but a loud click. I will get a new battery tomorrow though.
BTW, my uncle paid for the starter, coils and wireset. I paid for labor.

This is confusing. The starter was working fine days until I let this other guy put on coils. THEN NOTHING.....I'M GOING TO PUT THE OLD COILS BACK ON 2MORROW JUST FOR GOOD MEASURE.

Hmm, I dont see no mention of jumper wires, or proper connections, must have overlooked it. Of course Iam sure you meant with proper tools and connections.
