you are probably on the right track, its located directly behind the fuse block on the driver side ,remove four nuts and you can work it out the back side. some folks have said moisture gets on the gem causing it to malfunction. personally, I have never seen moisture,but it makes sense when wd40 seems to at least temporarily fix the problem. hope it works for you.

I had an issue with a 97 ford exp stuck in 4wd low my friend tried all the basics ,neutral , braking etc etc.... someone wrote, ---disconect the battery for 10 minutes then dont just restart vehicle, turn the key till the dash lights allow it to fully cycle guages then restart the vehicle IT WORKED !!!! thankyou!!!!!
