no way the GSR will handle as much boost as a B18B, simply because of 9.2:1 compression vs. 10.1:1 compression. Best stock motor to boost is the B18B hands down. If you were to build internals it's still a toss up. With a B18C you want to lower the CR, but if you do that you lose power. And about the cams, turbo cams have less duration and valve overlap, VTEC cams are usually designed for more lift and duration, kind of defeating the purpose there again throwing in turbo cams in a VTEC head.

Honestly, for power though I would so go with a B18C, but most people on here aren't building drag cars, they are building street cars. A turboed b18b would be perfect for a street car. The B18C does have a lot of good things going for it for a drag motor. High redline, block girdle, oil squirters for the pistons and the extra oomph from VTEC, all good things for a drag car, but for street car you want torque basically, the B18B will give you that.
