Strange. I've never seen that in a home PC before. Looks like you've got some fruity management / permissions software running or something that's messing around with system functions. Since I'm not familiar with that screen or what software that may be using it, I'd have to go with the "nuke and pave" option. Format and reinstall. It won't be an issue after that.
