Technically, if the vantage is fixed and we know the buildings are not moving you would only see what is in motion---bluurred car, helicopter, wheels, and heli blades.
That said it would look hot if they were blurred, are you going to add color? It be so dope if it was at night and you blurred the lights of the and bulidings.
