You may not have to pull the head to change the valve seals. May be relatively cheap for new seals. Get an estimate.

Talk to your local dealer. Toyota has a program (if your vehicle exhibits signs of oil gelling) to replace your valve seals, along with some other items, at no charge. It applies to 1997-2002 model year Camry's.
