www.gude.com has an awesome kit for about $2700.00 combine this with a CO2 system to keep your intercooler VERY cool and you'll be pushin' somewhere close to 230 whp if not more... haven't actually seen both products on a Tib w/dyno but I've seen a similar set up on an Eclipse and it gave it about +100 whp and was only pushing 5lbs of boost! like I said before.... if he's NOT full of it then he has done a lot of work to his internals. 19 lbs of boost in an efficient turbo system will be giving him at least 150 hp increase from the stock engine... that's be 290+ hp in an '03... with no work to the internals the engine would go boom.
