Russia did have the most powerful army in the world in 1943-1945, while they were giving the Germans a hiding in Eastern Europe, due to their massive industrial and manpower advantages, wich they used to create a juggernaut of an army that couldn't be stopped.

Actually, it's the same tactic that the Americans used in Western Europe, except they had to deal with soft occupational forces mostly, while the Russians had to contend with battle hardened veterans, especially the Waffen Schutzstaffel.
The Waffen SS had a well deserved reputation for being able to win battles against forces twice their number, or more.

now-a-days, there are different guidelines as to what makes the strongest army. The US cannot be beat in the water, and in the air.
but, in terms of ground, the one country that has EVERYONE beat hands down, is China. with over 1 billion people in their country, they could use waves and waves of suicide attacks, and still not seriously hurt their numbers.
