03 GMC Sierra 2500 6.0L No Crank

I bought a std cab 4wd Sierra with most of the interior taken apart. Most of the major components are reinstalled, but the drivers air bag is missing. There is a blue connector in the left parking brake area with a clamp, but missing the mating item. There were a few shorts under the fusebox under the hood. I have repaired those wires. The parking lights turn on, but not the headlights. The radio works, but the security light is on and it does not crank. I checked the fuses under the hood and the crank fuse in the left instrument panel. I am heading to a junkyard to find what is missing in the emergency brake area. I bought the OEM Service Manuals and verified the BSM and ECM are installed and connected. I have changed the gear selector from park to 1st gear while attempting to crank. Its a project truck, but I need to get it started to move. Any helpful suggestions would be appreciated.

maybe something as simple as starter relay??
under hood fuse box; could swap a horn or AC relay, or see if
terminal 30 is hot; and just jumper wire 30 to 87, should crank..

Not gonna crank with security lite on.

If it's a VATS issue, which it sounds like it is, you may either have to try to find a bypass or possibly even replace the ignition lock cylinder.
