Buick Park Avenue fuelpump assembly

Hi,

I have Buick Park Avenue 1991 fuel pump assebly on the table after connector cleaning and waiting for installation.

I would ask what is the part between the plus wire for the fuel pump? Seems to be so that it has leaked a little bit some stuff from the lower end on to the wire. Or it is from the fabrication phase...

Is it necessary part or can I take it away and solder the wires together? The assembly is original, but I have replaced the pump itself about two years ago(the connectors were contamined due to low gasoline I assume).
