Flasher Relay on 89 Civic Si?

When I try to use my blinkers they flash quickly, as if a bulb is out. This isn't the case, though, becuase I've checked and all the bulbs work...but they flash quickly.

I'm thinking that the flasher relay might be bad. I've looked in the fuse box under the steering wheel and can't find it.

Can anyone give me detailed instructions on where to find the flasher relay on my '89 Civic Si?

when I changed to led's they did that I think the resistance in the bulb was off so check to make sure you have the right bulb in!
